A Certificate of No Impediment is a statement issued by the appropriate state or local agency that a person has no legal impediment to the marriage. Certified Copy:

In Pakistan, this is done by the Foreigners' Division of the Chief Secretariat of the state government concerned. Generally, the certification is done by the Registrar General of the state. This certification will be in the form of a state seal and the signature of the concerned Registrar General.

The document is then sent to the Ministry of External Affairs in Pakistan which in turn would be sent to the concerned country through the Pakistan Embassy in that country. When the apostille is affixed to the document, it certifies that the signature on the document is that of the person holding a particular post in the state government. This is used for the purpose of authenticating the certificate of no impediment.

A valid document/certification must be issued by competent authority of the issuing country. The issuing authority should be competent enough to issue the valid certificate in the respective country. The certificate will be issued by the competent authority based on the facts given by the applicant. The authority should be able to validate those facts by means of its own records, or those of its counterpart authorities in other countries.

A Certificate of No Impediment:

A Certificate of No Impediment / Single Status Certificate is issued by the state or local agency over which the parties have jurisdiction. For example, a Certificate of No Impediment would be issued by a county clerk if you are a resident of the state. This is different that an Apostille which is a document that is issued by the state or agency in which the document was issued. Therefore, the Certificate of No Impediment is issued by the county clerk and an Apostille is issued by the Department of State.
